Unlike the official thresholds, the Basic Needs Budgets make allowances for the cost of child care services. The budgets are adjusted to reflect the reduced income needs of families receiving both public non-cash benefits and child care subsidies. They consider the impact of free child care services from relatives and employer-provided group health insurance on the cash required to make ends meet; take into account the significant regional differences in the cost of housing and transportation; and adjust the poverty thresholds for differences in family size. This important study demonstrates that most single parents cannot earn enough in the labor market to provide a decent standard of living for their families without subsidized child care and employer-paid group health insurance.
